Waterloo is a simple operational level game (16-18 Jun 1815) of the battle between Napoleon's French army one one side and the Prussian-Anglo-Allied(PAA) forces on the other. The Prussian army is led by Prince Blucher and the Anglo-Allied army led by Duke Wellington on the other.

The game system used is the classic system so typical of earlier Avalon Hill games. A noteworthy note is that the stacking limit is based on combat factors (a maximum of 15?) and not the number of units. This leads to evenly matched stacks slugging it out unless one side manages to out flank the other, thereby gaining a significant advantage.

The French player wins if he eliminates all PAA forces on the map at game end. This can be done in combat, or by exiting units from the board towards Antwerp. Of course, between Antwerp and the French units lie the PAA armies.

Comments

The French player begins the game at maximum strength and has to attack quickly to defeat the PAA forces before they can concentrate or be reinforced by off-board units.

The PAA player has to stall for time, for every turn brings much needed reinforcements. However, he still has to defend key junctions in the game, such as the Quatre Bras and Mount St Jean. The idea is not to avoid battle totally, but to trade units (and to a lesser extent, position) for time.

You will not find historical accuracy in this game. Suicide artillery batteries or cavalry battalions holding up entire divisions are not only possible, but standard tactics for a competent PAA player.
