Hannibal: Rome vs Carthage is a simple strategic level game based on the Second Punic War.
The game uses the simple, elegant yet extremely playable game system first employed in We the People, another Avalon Hill game.
Changes to the system include a change in the battle card deck. Addition of "joker" Reserve cards make it less likely for an army to be destroyed immediately by a unlucky hand. Battles also involve larger number of battle cards, due to larger army sizes and allied forces provided by friendly locals.
Another major change is the fact that all cards may be used as operation cards, although some events may be played only by one side. This means that no card is totally useless to each player.
Additional rules build upon the basic game system developed in WtP. Walled cities and independent tribes are included in the game, which makes it more difficult to convert a space. There is no longer an automatic year end conversion of PCs by armies. In all, this means that the additional operation cards are spent converting spaces. Battle casualties may also cause the loss of PC(at the rate of 1 PC for every 2 CU lost). At the end of the year, the number of victory provinces are counted for each side, and the side with the lesser number must remove 1 PC for each difference. If unable to do so, the side loses.
